Vietnam’s labour market

In order for Vietnam to enhance welfare gains from the integration, there has been analysis on impacts for Vietnam. Vietnamese government is expected to support firms with understanding about the EVFTA, market information on quality standards, labour and environmental requirements, building capacity to improve quality and value of exporting products including rice exports.

This paper is conducted to investigate and compare the integration competence of Vietnamese human resources in accounting, auditing with other countries in the AEC as well as the labour market requirements in new context of regional integration. Data are collected from Report of the Association of Accountants and Auditors, Association of Chartered Certified Accountants (ACCA), World Bank, Certified Practising Accountant (CPA) Australia Vietnam Association of Certified Public Accountants (VACPA).

This paper applies the method of literature review and labor economic theory analysis to assess the impact of the demographic transition and industrial revolution 4.0 on the labor market, particularly in Vietnam. The analysis of this paper relies on nationally representative secondary data, such as data from the Population and Housing Census and the Vietnam Household Living Standards Survey, as well as from related documents.

The findings show that college and university graduates outperform high school counterparts in terms of high-quality labour market outcomes, such as having higher wages and better employment protection, though the mere stance of being employed does not differ markedly among these graduate cohorts. The paper contributes to recent debates on higher education in a developing country like Vietnam, where the focus is on whether the move towards mass higher education might result in differed labour market outcomes for recent graduates.

Unlike studies in developed countries, this paper finds that Vietnam has a higher incidence of under-education than over-education due to a large proportion of the population in rural and remote areas not having access to formal education. Further, qualification mismatch has an asymmetric effect on earnings in the sense that the wage rate is flexible downward but rigid upward. In particular, years of schooling that are in excess or in deficit of the required level for the job are not compensated with higher earnings.
