The study aimed at analyzing the current status of residential areas of Quang Xuong District in response to “Tam nong” policy. The data were gathered from 392 residential areas of the district. The results show that Quang Xuong district has a population of 265,249 people, 65,172 households, and a total area of 22,780.12 hectares, of which the land for residential areas is 6,003.31 hectares, including 3,350.35 hectares for housing.

Swidden cultivation was a major activity for local livelihoods until 1992–1993, when most of the households were resettled as part of the government’s fixed cultivation program. Called ‘327 Program’ (1992–1997), it was the first effort of the GoV to develop industrial plantations and to decentralize control over and reallocate benefit-sharing of forest resources in Vietnam (Barney 2005), in line with the ‘Doi Moi’ economic reform (which, with six major economic changes, helped Vietnam come out of the economic crisis in 1986).

Vietnam has been reforming its forest management in favour of household and local organization (Barney 2005). The government increasingly gives local people the right to manage the forests. Unfortunately, in this changing environment, recognition of local people’s rights is still limited and local knowledge and perspectives are rarely taken into account by the state institutions implementing land titling and decentralization. The challenge is to better inform each stakeholder on the perspectives of people living in and near the forest on the natural resources and landscapes.

In recent years, under impacts of human activities and climate change, flood has been increased in both the frequency and magnitude, causing lots of damages to people. This study presents a method to evaluate the direct spatial damages of flooding based on inundation depth and land use data. Damage functions for different types of land use arc selected and applied. Matlab strings and GIS are combined to calculate damage in monitery term. The method is applied for estimating loss caused by thc flood event November 1999 for Huong rivce basin.
