Carbon pricing is widely recognized as an effective policy instrument for climate change mitigation. Carbon pricing have been imposed in 39 developed countries and eight middle-income countries. Eight more middle-income countries are considering its implementation. As experiences from industrialized countries may not be relevant to developing countries, this literature review fills a knowledge gap by collating the impacts of carbon pricing in developing economies to facilitate cross-learning.

The thesis provides theoretical findings that the application of carbon taxation has the negative effect that lowering the investment level of the firm, however, at the same time, it also has the positive effect of restricting investors with low technology level and encouraging investors with higher technology level at the same carbon tax rate. Thus, if the carbon tax is used as a regulatory tool, the government may develop policies that will encourage high-tech investors leading to the higher quality of foreign investment in Vietnam.

Thus, accompanied with appropriate complementary measures and policies, carbon taxes are effective to mitigate emission of CO2. As the carbon tax system in British Columbia, Canada has achieved notable effectiveness, it is worth further studying and analyzing, and can become a model for Taiwan.

Taxes on carbon and energy remain an important instrument to curb greenhouse gas emissions, in particular for those emitters and installa- tions that are not covered by emissions trading for CO2. Even emitters under the European Union’s emissions trading system are likely to con- tinue to face taxes on their use of energy for reasons indicated in the EU’s Energy Taxation Directive and relating to the functioning of the internal market as well as to concerns for security of energy supply.

On August 23rd , the Italian Treasury announced it is preparing a plan to temporarily reduce taxes on gasoline and other petroleum-based fuels by about one-third, sparking protests from environmental organizations saying the lower taxes will negate carbon taxes designed to discourage use of high-polluting fuels. In a prepared statement, the Italian Treasury said it would cut gasoline taxes but that details about the plan are still being worked out. The treasury plans to lower taxes temporarily as a way to ease the blow of rising oil prices.

From a banking group’s perspective, a range of factors play a role in the choice of branching versus subsidiarization, including banks’ business focus and differences in regulatory and tax regimes across jurisdictions. Banks with significant wholesale operations tend to prefer a more centralized branch model that provides the flexibility to manage liquidity and credit risks globally and serve the needs of large clients. The funding costs for the wholesale group are likely to be lower under the branch structure, given the flexibility to move funds to where they are most needed.

Working sheet for tax credit relief for Gift Aid donations, pension contributions and trading losses
Very low interest rates in major currencies have raised concerns over international credit flows to robustly growing economies in Asia. This paper examines three components of international credit and highlights several of the policy challenges that arise in constraining such credit. Our empirical findings suggest that international credit enables domestic credit booms in emerging markets. Furthermore, we demonstrate that higher levels of international credit on the eve of a crisis are associated with larger subsequent contractions in overall credit and real output.

Paying interest on reserves would seem to be expensive from the Treasury’s point of view. Interest earnings ordinarily transferred by a central bank as tax revenue to the Treasury would be diverted to pay interest on reserves. Moreover, the payment of interest on reserves would induce banks to enlarge substantially the quantity of reserves demanded, greatly enlarging the interest that a central bank would have to pay. This section addresses the financing of interest on reserves, and argues that the fiscal implications are likely to be more favorable than might be supposed.

It was during the Depression that hospitals band- ed together to offer prepaid coverage to citizens. Prepaid hospital coverage was a way for hospitals to avoid the financial failure that befell the banking industry. The approach worked so well that doctors followed suit a few years later and Blue Cross Blue Shield organizations were born. Little did anyone know that the seeds for runaway costs eighty years later had been planted. Prepaid, employer-provided insurance quickly dominated the health care landscape.

Government policies are therefore needed to support the commercialisation of new technologies (R&D tax credits; accelerated depreciation; investment incentives; government support for venture capital funds; and output-stage support such as feed-in tariffs etc.) and to correct market failures through carbon pricing). To create this type of „investment grade‟ policy, such support needs to be „loud‟ (big enough to impact the bottom line), „long‟ (for a sustained period) and „legal‟ (with regulatory frameworks clearly established).

industry spending, analysis of the economic impacts of this activity, and projections of future drilling, natural gas production, and related economic impacts (Considine, et al., 2009, 2010). Unlike the previous studies, however, this report estimates the impact Marcellus production has on prices for natural gas and expenditures for natural gas and electricity in Pennsylvania. This report also presents an analysis of labor market and sales tax data that affirms the economic stimulus provided by the Marcellus industry.
