Adopting a triangulated approach, this thesis consists of three separate but related qualitative studies, the collective objectives of which are to (i) gauge current levels of concern of Australian public universities with rapid intensification of the higher education sector globally; (ii) evaluate strategies developed by universities in response to increasing competition; and (iii) develop a conceptual framework to guide competitive behaviour of universities.

The study examined the effect of education decentralisation on the practice of community participation in the Philippines. Decentralisation, as an institutional reform initiative in education, is a complex and contested concept resulting in a wide range of responses that addresses system-wide issues to improve access and quality of education. It had been a consistent theme in education reform in recent decades and its introduction brought about several permutations in application and meaning that have achieved mixed results.

This research found that local government, especially in remote and disadvantaged areas is the face of all government in the eyes of the residents. State and Federal Governments have high expectations and compliance regimes, but local government has limited capacity and resources to effectively meet these legitimate demands and also respond to the demands of the local residents and citizens. The lack of financial resources is exacerbated by limited human resource capacity, especially in the Glenelg Shire, the 5th worst local government area in the state in terms of education and occupation.

This thesis aims to develop a new comparative approach to the study of public sector innovation by examining legislative and regulatory frameworks in a public sector context. The novelty of this approach is exemplified in providing a systematic and detailed account of regulation in the public sector. However, given the sheer breadth of public sector services, a specific area of focus is needed. This thesis will concentrate on public school education as an example of a public sector service to build a series of case studies.

The focus of this study is on threshold concepts in the accounting discipline, in particular, to identify threshold concepts in the undergraduate accounting subject area of financial accounting, and to understand how and why threshold concepts are conceived and construed. The initial objective of this project was to improve Boards of Education in Indonesia, especially in terms of their selection, recruitment, performance and contribution to educational development. However, after doing preliminary study and field visits, I realized that the initial objective was far too ambitious. It quickly became evident that there was considerable confusion about District Boards of Education and a lack of basic information about how they should contribute to educational decision making.
