This study makes explicit assumptions that underpin sound PM practice that forms the required infrastructures for PM practice. It compares best PM practice with PM practice on distressed and troubled projects that takes place within the context of post-disaster relief projects where there is a notable absence of characteristics of required identified PM antecedents. It reviews traditional project management and international aid and development methodologies such as the ‘Logical Framework’, Project Cycle Management and Evaluation and looks at the best in each.

Twelve watershed projects located in six distressed districts of Karnataka (India) were evaluated. Various soil and water conservation (SWC) measures were implemented in the watersheds by concerned project implementing agencies (PIAs). Many lacunas and technical errors were observed in respect of executed SWC measures in the field while carrying out the evaluation work. Field observations on SWC measures related to site suitability, catchment, adequacy of design, quality, stability, siltation, vegetation, etc. are presented in this paper.

It’s not surprising then that the planning-related books in the corner of my office disagree heavily with each other. Some focus on business strategy, others on engineering and scheduling processes (the traditional focus of project planning), and a few on understanding and designing for customers. But more distressing than their disagreements is that these books fail to acknowledge that other approaches even exist. This is odd because none of these perspectives—business, technology, customer—can ever exist without the others.

The long duration of Trichet bonds removes the immediate crisis caused by short term expiration of significant amounts of debt which is looming over Greece, Ireland, Portugal, Spain and possibly other EU countries. Trichet bonds allow distressed countries to defer maturities over a longer period and to effect economic reforms before having to return to capital markets on the basis of their own credit-worthiness. Trichet Bonds will enable sovereigns to see bond spreads be reduced considerably from their record levels at present.
