Existing strategies appear to be insufficient. One proposed alternative strategy, Service Delivery Redesign for Maternal and Neonatal Health (SDR), centers on strengthening higher level health facilities to provide rapid, definitive care in case of delivery and post-natal complications, and then promoting delivery in these hospitals, rather than in primary care facilities.

There is a high global burden of neonatal mortality, with many newborn babies dying of preventable and treatable conditions, particularly in low and middle-income countries. Improving quality of newborn care could save the lives of many thousands of babies.

Ethiopia has made significant progress in reducing child mortality but newborn mortality has stagnated at around 29 deaths per 1000 births. The Maternal Health in Ethiopia Partnership (MaNHEP) was a 3.5- year implementation project aimed at developing a community-oriented model of maternal and newborn health in rural Ethiopia and to position it for scale up.

Social inclusion and social support are recognised as key social determinants of health17. The Heart Foundation has found strong and consistent evidence that people who are socially isolated or lacking quality social support are more likely to develop coronary heart disease, and that social support and social isolation can affect the recovery and future health of people who already have heart disease21. Evidence also shows a strong link between social capital, sense of community belonging, community participation, a culture of cooperation and tolerance, and positive mental health2.

Thus, Options B and B+ provide greater assurance that women in need of treatment receive a fully suppressive triple ARV regimen, to minimize the risks of infant infection and maximize the benefit to their own health, and avoid inadvertently receiving a suboptimal ARV prophylaxis intervention, particularly in settings with limited access to CD4 testing.

The law extends private coverage for young adults. Until now, insurers often stopped covering children under their parents’ health plans at age 19, sometimes older for full-time students. Beginning six months after enactment, the law allowed dependent children to stay on their parents’ health plan up to age 26, depending on the parent’s insurance policy open enrollment date. Ø The law eliminates pre-existing condition exclusions and annual/lifetime limits.

The Coalition remains united in efforts to support the achievement of the United Nations’ Millennium Development Goal (MDG) 4 of reducing maternal, newborn and child mortality by two-thirds by 2015. In 2010, Coalition member organizations urged their governments to support a World Health Assembly resolution stating that intensified efforts to address the prevention and treatment of pneumonia are vital to reducing child mortality and achieving MDG 4, and requiring countries to report back annually on progress controlling childhood pneumonia.

Advocacy in India Inspires Government Action Advocacy efforts around pneumonia are vital in India, which has more child pneumonia deaths each year than any other country in the world. In 2008, approximately 370,000 Indian children under the age of five died of pneumonia. For the past five years, the small grant awardee Swaasthya has been implementing a maternal and newborn health initiative in the slums of Malegaon, a small city in the state of Maharashtra, India. Swaasthya noticed delays in community members reporting to a health care provider when babies came down with pneumonia.

Ideally, civil registration systems with good attribution of cause of death provide accurate data on the level of maternal mortality and the causes of maternal deaths. In countries with incomplete civil registration systems, it is difficult to measure accurately the levels of maternal mortality. First, it is challenging to identify maternal deaths precisely, as the deaths of women of reproductive age might not be recorded at all.

In India, the registration of births and deaths is compulsory and mandated under the Registration of Births and Deaths (RBD) Act, 1969, which came into force in1970. Moreover, being a signatory to the United Nations Convention on the Rights of the Child (UNCRC), India has committed itself to ensuring universal birth registration and this commitment is reflected in several national policies, such as the National Population Policy, 2000, and the National Plan of Action for Children, 2005. In India, an estimated 27 million births take place every year.
