The vulnerability of a system is a function of its exposure to change, its sensitivity to such change, and its capacity to adapt to it. Vulnerability is a complex concept having many interacting dimensions (environmental, economic, social, political and geographic). A vulnerability assessment should answer the question “what (or who) is vulnerable to what”. In theory, assessment of vulnerability to climate change should take into account both the evolution of the system and the pressures and risks with which it will be confronted.

Occupation cluster analysis helps identify the fastest growing occupations within the region. Here is an example from one region in Indiana (Economic Growth Region 11). This region is a center for riverboat gaming. The data show how the growth of this business sector has created new demands for different occupations. Table 3 helps quickly identify those occupations with the strongest percentage change and the largest increase in the number of jobs from 2001 to 2007.

The  value of  the UK  LCEGS  sector was £106.5 billion  in 2007/8.  In  terms of  size,  this puts  the  low  carbon  and  environmental  economy  somewhere  between  the  UK’s  healthcare  and  construction  sectors.   The UK is the world’s sixth largest low carbon and environmental economy, with 3.5% of global market  share.  As  shown  in  Figure 2,  the  Environmental  sector  accounts  for £22.3 billion  (21%) of  total UK  market  value,  Renewable  Energy  for  £31.1  billion  (29%),  and  the  Emerging  Low  Carbon  sector  for  £53.3 billion (50%).

First, the concentrated decision rights within the firms allow them to operate in greater secrecy. A politician may desire more secrecy in order to maintain a reputation of integrity. The firms also prefer operating in secret in order to discourage entry by competitors. Second, compared to a hired manager in a widely held firm, a controlling owner is more secure in his position in the firm and thus has more credibility on which to trade favors with the government.

Ecosystem accounts are being developed as part of the System of Environmental-Economic Accounts which aims at supplementing the UN System of National Accounts with information on the environment and natural capital. The purpose is to broaden the scope of the variables taken into account in policymaking in order to improve understanding of the interdependence and interactions between the economy and the environment.

To bridge this gap, the UN Committee of Experts on Environmental-Economic Accounting decided in its June 2011 meeting to include experimental ecosystem accounts in the scope of the revision of the System of Environmental-Economic Accounts revision by 2013. In Europe, a project to test the feasibility of ecosystem capital accounts was launched by the EEA in 2010 in anticipation of such stakeholder demands. The experimental accounts framework presented in this report builds upon the experience gained in this feasibility study.

Some twenty five countries have experimented with environmental accounting over the past twenty years. A few European countries have established physical accounting systems which are routinely compiled and applied to economic and environmental policy-making. · Disaggregated regional or local data about the environment, sometimes linked to a geographic information system. Questions often arise about the scale of environmental data; do they pertain to a village, a province, a watershed, or the whole country? Because the SNA is national, and most countries maintain their economic data at the national (rather than the regional or local) level, environmental accounts are primarily national accounts. For example, they might tell us how much energy was consumed nationwide, not how much was consumed in each village or province.
