This report provides baseline information on investigations undertaken as part of the Collaboration for Agriculture and Rural Development CARD Project 050/04VIE “Improvement of export and domestic markets for Vietnamese fruit through improved post-harvest and supply chain management”. This collaborative project is funded by AusAID and administered by Hassall and Associates International.

The research also applied historical method and logical method. Specifically, in historical method, the author perceived things and phenomena according to the chronological process (through different time milestones), and the logical method enabled the author to connect all events' sequences and discover the nature of research object. Periodization was also used to study more deeply and discover characteristics of objects and phenomena in specific historical periods.

The Government of Vietnam’s (GoV) Socio-Economic Plan outlines the government’s expectations for agriculture and rural development. The Agriculture Sector GDP in 2009 was 220 trillion VND, approximately 18% of total GDP. Agriculture's share of GDP has steadily declined GoV and while the GDP increased by 5.3% during 2009, the agriculture GDP increased by only 1.8%. Never-the-less government expects GDP growth in the agriculture sector to increase annually by 3 – 5 %.

Lack of knowledge and understanding at the scientific, extension and farmer levels is the primary limitation to the effective management of Phytophthora diseases in Vietnam. The objectives of this project are to extend sustainable and effective disease control and management recommendations to a range of horticultural crops throughout Vietnam to reduce crop losses due to Phytophthora and to improve farmer incomes.

Research intensity1 in Vietnam is less than 0.2% which is lower that most developing countries of 0.5% and much lower than developed country average of 1.5%. GoV has targeted a 12% increase of central government funding levels from 2006 – 2011 and to date total funding increases in agricultural research funding have exceeded that level. MARD research funding provides approximately 65% of all forms of local funding in Vietnam.

The fruit industry in Vietnam has a great potential and plays an important role in agricultural production. In 2003, Vietnam exported US$43 million of high value fruit to high-income countries and imported US$14 million of fruit and vegetables. Vietnam is experiencing difficulties in competing with other Asian nations in export markets and its own domestic market, especially with China and Thailand. This suggests that Vietnam’s horticultural industries require substantial development to be globally competitive. Vietnamese consumers are demanding safer and higher quality fruit.

The rapid growth of the fruit industry in the Mekong Delta area of Vietnam has seen the emergence of many problems, including a shortage of planting material, inadequate nursery and orchard management, lack of agribusiness and marketing skills. The aim of the proposed activity is to enhance Viet Nam’s capacity for teaching and research and development in the citrus sub-sector of agriculture.
