Neutron fluctuations in both low power systems (“zero power reactor noise”) and power reactors (“power reactor noise”) carry important information about the system. The origin of the fluctuations is different in these two regimes, and consequently, they are described by different mathematical methods, as well as that they have different characteristics and application areas.

A new series of subcritical measurements has been conducted at the zero-power Walthousen Reactor Critical Facility (RCF) at Rensselaer Polytechnic Institute (RPI) using a 3 He neutron multiplicity detector. The Critical and Subcritical 0-Power Experiment at Rensselaer (CaSPER) campaign establishes a protocol for advanced subcritical neutron multiplication measurements involving research reactors for validation of neutron multiplication inference techniques, Monte Carlo codes, and associated nuclear data.

The paper focuses on the recent methodological advances suitable for nuclear heating measurements in zero power research reactors. This bibliographical work is part of an experimental approach currently in progress at CEA Cadarache, aiming at optimizing photon heating measurements in low-power research reactors.

This research also introduces a supplementary reactivity control mechanism using stainless steel as mechanical shim (MS) rod to obtain the criticality during normal operation. A further analysis is performed to investigate the local power peaking of the CSBA-loaded FA at MS-rodded condition. Moreover, a simple B4C-based control rod arrangement is proposed to assure a sufficient shutdown margin even at the cold-zero-power condition.
