Ấn phẩm “Tổng điều tra kinh tế năm 2021 - Hoạt động của các doanh nghiệp trên 50% vốn đầu tư trực tiếp nước ngoài tại Việt Nam” là một ấn phẩm chuyên sâu đánh giá về kết quả hoạt động của các doanh nghiệp có trên 50% vốn góp thuộc các nhà đầu tư trực tiếp nước ngoài (Foreign Affiliates Statistics, gọi tắt là FATS). H i nh p kinh t qu c t ti p t c di n ra ngày càng m nh m và sâu r ng, tính n tháng 12/2020, Vi t Nam ã tham gia 17 Hi p nh th ng m i t do (FTA), trong ó có 15 FTA ã có hi u l c và 2 FTA ang àm phán. Trong 15 FTA ã ký k t và th c thi có 8 FTA ký k t v i t cách là thành viên ASEAN (g m Khu v c m u d ch t do ASEAN (AFTA), 5 FTA gi a ASEAN v i các i tác Trung Qu c, Hàn Qu c, n , Nh t B n, Úc và New Zealand, Hi p nh i tác kinh t toàn di n khu v c (RCEP), FTA ASEAN - H ng Kông), 7 FTA ký k t v i t cách là m t bên c l p (Chile, Nh t B n, Hàn Qu c, Anh, Liên minh kinh t Á - Âu, Liên minh châu Âu (EVFTA), và Hi p nh i tác chi n l c xuyên Thái Bình D ng (TPP)). Vi t Nam ang trong quá trình àm phán 2 FTA là FTA v i Kh i Khu v c th ng m i t do châu Âu (EFTA - g m 4 n c là Th y S , Na-uy, Ai-x -len và Lích-xten-xtai) và FTA v i Israel. Vì v y, u t tr c ti p n c ngoài vào Vi t Nam phát tri n m nh trong giai o n 2016-2020 v i l i th v ngu n nhân l c, v trí a lý và môi tr ng kinh doanh n nh. N i dung n ph m bao g m m t s nh n nh khái quát và s li u th ng kê v k t qu ho t ng c a các doanh nghi p FATS giai o n 2016-2020, ph n ánh quá trình h i nh p c a Vi t Nam v i th gi i. n ph m v ho t ng c a các chi nhánh, công ty con n c ngoài t i Vi t Nam c biên so n t k t qu cu c T ng i u tra kinh t n m 2021, i u tra doanh nghi p h ng n m c a T ng c c Th ng kê và m t s d li u do các B , ngành cung c p. International economic integration has been strongly and intensively occurred, As of 12/2020, Viet Nam has signed and fulfilled 17 free trade agreements (FTA), completed negotiating 15 FTA and been negotiating 2 other FTA. Out of 15 FTA signed and fulfilled, Viet Nam signed 8 FTAs as ASEAN members (including AFTA, 5 FTA between ASEAN and partners such as: China, Korea, India, Japan, Australia and New Zealand, Regional Comprehensive Economic Partnership (RCEP); ASEAN - Hong Kong FTA; and signed 7 FTA as an independent partner with Chile, Japan, Korea, United Kingdom, Eurasian Economic Union (VN-EAEU FTA), European Union (EVFTA) and Trans-Pacific Partnership Agreement (CPTPP). Two FTAs completed their negotiation includes FTA with European Union (EU) and Comprehensive and Progress Trans-Pacific Partners (CPTPP). The rest 2 FTAs are under negotiation including: FTA with European Free Trade Association (EFTA- including 4 countries: Switzerland, Norway, Iceland, Liechtenstein) and Israel FTA. The widening economic relationship with a series of countries facilitated Viet Nam to join international economic integration more and more intensively and efficiently. The business investment environment in Viet Nam is stable with increasingly clear policies and business environment increases attraction to foreign investors. Thus, foreign direct investment (FDI) in Viet Nam developed sharply in the period 2016 - 2020 with advantages of human resources, geological position and stable business environment. Apart from the publication “Results of the 2021 Economic Census”, the General Statistics Office published special publications in order to provide in-depth analysis in regard to the results of
business production activities of enterprises, individual business production establishments and some subject-matter domains such as education, health, information technology application in business production, etc. The publication “Economic Census 2021 - Operation results of enterprises over 50% foreign direct investment in Viet Nam” is one in-depth analysis assessing the operation results of over - 50% FDI enterprises (Foreign Affiliates Statistics, referred to FATS). This is the third time the publication on the operation results of foreign branches, affiliates in Viet Nam has been aggregated and compiled. In the context of globalization, the market approach of the countries through their branches, affiliates in the receiving country is named “Commercial presence - Mode 3” by World Trade Organization (WTO), is growing rapidly. The contents of the publication consist of some overall assessment and statistical data on the operation results of FATS enterprises in the period 2016 - 2020, reflecting the integration process of Viet Nam to the world. This publication was based on the results of the Economic Census 2021 and annual enterprise survey conducted by the General Statistics Office and some information provided by Ministries, line-ministries. With a large amount of information and complex content, it is difficult to avoid limitations and shortcomings.
