Information gaps that accompany hurricanes and floods limit researchers’ ability to determine the impact of disasters on population health. Defining key use cases for sharing complex disaster data with research communities and facilitators, and barriers to doing so are key to promoting population health research for disaster recovery.

This commentary describes the 4M's paradigm and how it might guide emergency planning and decision making in NHs facing complex disasters. We also propose the addition of a fifth M that is relevant to disaster planning: Marshaling Staff and Resources.

After a disaster, it is essential to maintain the health care supply levels to minimize the health impact on vulnerable populations. During the 2011 Fukushima Daiichi Nuclear Power Plant accident, hospitals within a 20 km radius were forced to make an immediate evacuation, causing a wide range of short- and long-term health problems.

Floods cause not only damage but also public health issues. Developing an application to simulate public health problems during foods around the Loei River by implementing geographic information system (GIS) and structural equation model (SEM) techniques could help improve preparedness and aid plans in response to such problems in general and at the subdistrict level.

During a disaster, home-based care fills the critical need for continuation of health care. Home-based care is intended to function using existing care delivery models, continuing to provide care for patients wherever they are located, including in shelters and hotels.

The author and his students have attempted in every way to ensure that the informa- tion contained in this text is accurate and up-to-date; however, laws, regulations, and case decisions are being modified and changing virtually on a daily basis. To this end, it is imperative that safety professionals research and acquire the assistance of local counsel prior to depending solely on the information in this text.

In this mechanistic and formal trend we could also include what is known as contingency theory, which, according to Amat (1991), is a simplification of systems theory. This approach maintains that no control system is ideal for all organisations, but instead depends on the circumstances in which it finds itself (Amat, 1991). It is thought to have been developed by Burns and Stalker (1961), Thomson (1967), Woodward (1965), Lawrence and Lorsch (1967), and Gordon and Miller (1975).

To me, the most extraordinary example of poor preparedness took place in the last week of September 2005. The South had just begun the long recovery from the devastation of Hurricane Katrina, and was bracing for the anticipated onslaught of Hurricane Rita. After Katrina, local, state, and federal governments had been widely criticized regarding their disaster management and were fearful of more missteps. Repercussions were widespread: gas and oil prices around the country surged because of current compromises of fuel supplies from the hard-hit Gulf of Mexico, and fears for the future....

There is both controversy and confusion concerning appropriate stockpiling in order to be prepared for disasters. If we are to be self-sufficient and “on our own” for prolonged time periods, there must be some level of critical supplies stored on-site. Most documents acting as checklists, or that address LTC preparedness, will site the need for such stockpiling, but neglect to give recommendations or provide specific numbers (Department of Health and Human Services 2007; Montgomery County Advanced Practice Center for Public Health Preparedness and Response 2007; Krause 2007).

There has been much discussion in recent months concerning who might be included in the population of “vulnerable” residents. The term “vulnerable” has most often been used interchangeably with the term “special needs.” In the most broad sense as related to disaster management, the vulnerable population refers to those individuals who do not feel they can adequately access the resources they need during all four phases of a disaster: preparedness, response, recovery, and mitigation.
