The author's article presented the theoretical basis system related to quality 4.0. This thesis presents a pro–active research work motivated by the prospect of the imminent implementation of the regulatory requirement for pedestrian protection, Global Technical Regulation–9 (GTR–9) (United Nations Economic Commission for Europe 1998) in the near future. This paper seeks to draw together ideas from different sources to place washback in the context of other possibilities. The concepts of adaptive implementation and programmed implementation are taken from Henrichsen’s hybrid model of the diffusion/implementation of innovation in education systems. Washback is shown to act in parallel to but distinct from programmed implementation.
