Public and Private partnership

Despite an increase in governments' demand for private participation in infrastructure, Public-Private Partnerships (PPPs) have received low engagement from the private sector in the task of bridging infrastructure gaps in emerging markets. Previous literature in the field mainly focuses on the effects of PPPs from the governments' perspective and it is inconclusive in its examination of the advantages and disadvantages of the private sector's participation.

This research achieved its objectives of: Identify key attributes and variables that influences the design of a PPP Project; Identify key actions and events that influence the outcomes generated by a PPP project; Model design attributes and variables, and actions and outcomes found in PPP literature; Evaluate Australian practice as demonstrated in a case study, using the benchmark model; Discuss findings and present conclusions.

This research has two main objectives. The first is to examine how PPP operational phase partnership, risk and performance management practices can be improved to achieve better VfM outcomes. This involves developing a generic conceptual integrating model, intended to assist government decision-makers to allocate and make better use of public sector resources during the operational phase of PPPs, that may have significant and / or long-term consequences for achieving strategic objectives using an integrated partnership, risk and performance management approach.

This thesis approaches from the perspective of state management agencies in policy making to attract private investors to PPP projects in the power generation sector. There is an approach from the theoretical basis system to attract private investment in the form of PPP in the power generation sector in Vietnam. A practical approach is through surveys to assess the impact of these factors on the willingness of private investors to invest in PPP projects in Vietnam as well as assessment of the current situation.
