Over the past two decades, Tanzania’s burden of non-communicable diseases has grown disproportionately, but limited resources are still prioritized. A trained human resource for health is urgently needed to combat these diseases. However, continuous medical education for NCDs is scarce. This paper reports on the mid-level healthcare workers knowledge on NCDs.

The company is a service organization responsible for providing integrated telecommunications services. As a management system that uses human, technical, material and financial resources, its size and value increase in line with technical progress. This research uses the difference-in-difference (DID) which is adapted to continuous treatment method to analyze the impact of village funds on the work of rural communities. The analysis uses "repeated" cross section data from SUSENAS 2012-2017. We found that an increase in village fund per capita was more likely to raise the labor hours in agriculture and service industries, primarily on non-Java islands.

The result of this research reveals that the implemented policy is not in harmony with the available resource in the field, and caused unoptimum output. Because of that, a cooperation between the available human resources in the policy implementation is vital to improve the sector’s contribution towards the national economy, where ports are placed as an accelerator of physical and economical development. Port reservice is a requirement to improve the inconducive and unprofessional Indonesian ports that contribute on ineffective and inefficient service performance.

The conclusion of this study, to overcome the lack of service of government apparatus in serving the community, the concept of service apparatus is harmonized with the vision of a mental revolution that emphasizes the work ethic and the spirit of mutual cooperation.
