Given that the implementation of mega infrastructure projects continues to fail to achieve most of their strategies and benefits, where decisions are generally guided by government policy rather than the market, the aim of the research is to investigate factors that influence organisational strategic decision-making on the implementation of mega public sector infrastructure program of projects. This study examines the impact of intellectual capital and strategic orientations (market orientation, learning orientation and technology orientation) on innovation capability and firm performance of small-to-medium enterprises (SMEs) in the Information and Communications Technology (ICT) industry in Malaysia. This thesis researched the influence of ETBs on exporters from developing countries and their corresponding strategies through a case study of the Chinese organic food industry. Initially, a description of international trade and world export was developed, including their roles in the process of globalization. Trade barriers generated in international trade were then explained, with the focus on NTBs, especially ETBs.
